Persoalan di atas darat

Utusan hari ini menerbitkan rencana mengenai pembelian kapal selam Scorpene.

Saya tidak mempersoalkan keperluan membeli kapal selam untuk mempertahankan kedaulatan perairan negara, apatah lagi dengan pembelian kapal selam oleh Singapura.

Tetapi strategi bawah laut ini menimbulkan persoalan di atas darat. Di sebalik pembelian dua kapal selam pada harga RM3.4 billion, wujud pembayaran komisyen RM530 juta kepada Perimekar Sdn. Bhd., syarikat kepunyaan penganalisis politik Abdul Razak Baginda yang kini dituduh membunuh Altantuya Sharibu. Apakah kepakaran yang ada pada Abdul Razak Baginda di dalam pengoperasian kapal selam?

Rakyat Malaysia berharap persoalan di atas darat ini akan terjawab.

to procure, they need a local vendor to be the agent for the transaction. this may be because tldm/mindef themselves do not have the competency for such highly technical evaluation. this we have to check with the procurement policy of tldm/mindef. to answer your question, no it is not the operational acumen that is needed from razak baginda, only sound negotiation skills to be the intermediator between tldm/mindef and the supplier of the submarines.commission usually goes direct from supplier to the agent and not via tldm/mindef.

i do share your point of view that buying the submarine is, however, a smart procurement purchase by tldm/mindef.

i dunno. 530 mil still sounds like an awful lot to pay for ‘technical evaluations’ or ‘sound negotiation skills’..

a good friend, many years ago, got the contract to purchase subs for the gov; it was blocked at the very last minute by the iron lady (the one who broke her heel on the stage). i know how much the commission he would have pocketed… and i tell u, it’s a LOT! days before it was blocked, he was browsing a property magazine (in switzerland). duhhh.. i could have been there now, holidaying

The very first basic of our submarin purchase is wrong. i say WRONG

1) for a submarine to be effective, we’d need at least 3 of them.

one for training, one will be on the dock for maintenance, and only the last one would be operational.

and if i am not mistaken, to be ‘effective’, you’d need 2 submarines travelling together at a certain distance apart.

did somebody actually did any study before deciding on the good number and type of submarines?sounds like nobody did to me..

Only stupid people who have never done engineering/maintenance would buy 2 submarines.. haha..

zakar.. if we buy 7, 8, 9 10 sub pun, how u want to operate it wif scarces resources? nk maintainance lg, diesel also, armament, training etc? u think sub is just like car ke?
