The revelation by the Selamatkan Padang Rakyat committee last week that the proposed development of the PKNS Sports Complex in Kelana Jaya was based on the unlawful version of the local plan Rancangan Tempatan Petaling Jaya 2 (RTPJ2) has big consequences not just for the project but for development in Petaling Jaya as a whole.
Previously the local community were briefed that the field was zoned as commercial. Even the MBPJ councillors and I were provided with the same information.
The fact that there are differences between the legally gazetted RTPJ2 published by the Selangor Town and Country Planning Department and the second version raises many questions.
MBPJ too has agreed that the first version which states the PKNS field as a recreational correct.
I have previously called for the matter to be brought to the Selangor Select Committee on Competency, Accountability and Transparency (SELCAT). However the Menteri Besar Tan Sri Abdul Khalid Ibrahim has announced the formation of an independent committee regarding the matter.
I welcome the announcement to bring the culprits to task but I believe it is time PKNS make the right decision to cancel the Kelana Jaya development for the sake of the community. The project clearly cannot proceed as it goes against the Town and Country Planning Act 1976 and we should lay the matter to rest once and for all.
